“I’ve worked in so many places where they’ve brought new systems in and the workers are not consulted on what they need. It’s introduced by management who don’t understand what the nitty gritty of the actual day job is, they don’t fully understand it and yet they won’t consult.” (Trade union representative).

This Toolkit is an actionable guide developed by public sector stakeholders, designed to empower workers by ensuring their meaningful participation at every stage of acquiring and implementing digital and AI tech in Welsh public services, ensuring tools are useful, fair, and benefit both workers and citizens, promoting ethical AI adoption in Wales. 

The question of worker participation in AI and digital procurement decisions has arisen on several occasions during the Bridges 5.0 project. The toolkit provides a simple guide to how procurement decisions can benefit from worker voice and tacit knowledge, and could be equally applicable to organisations in a much wider range of sectors and contexts.
